The Public Procurement Regulatory Authority (PPRA) has disqualified three companies from participating in public procurement activities due to fraudulent and collusive practices.
The companies involved are Dacady Investment Company Limited, High Winds Tanzania Company Limited, and Deaver PVC Company Limited.
According to PPRA’s Director General Eliakim Maswi, the debarment, effective from May 21, 2024, to May 20, 2034, includes the companies’ directors, agents, and partners. Dacady Investment and High Winds Tanzania were found to be engaged in collusive practices, undermining fair competition by rotating winning bids among the same individuals using different company names.
High Winds Tanzania has also been given an additional three-year debarment for failing to implement a procurement contract with the Ministry of Home Affairs.
Deaver PVC Company Limited was debarred for ten years for forging a framework agreement submitted to Kiwira Prisons College.
The debarment periods for these companies will run concurrently, and all procurement contracts with these entities entered before the debarment are affected. PPRA emphasized its commitment to transparency and fairness in public procurement, vowing to continue legal actions against any entities involved in fraudulent activities.
The Tanzania Fair Competition Commission’s acting Manager for Advocacy, Alex Mbaga, commented that the ban sends a strong message to companies violating fair competition laws, which undermines the value for money in tendering processes.
