The Public Service Commission (PSC) wrapped up a three-day consultative engagement with Human Resource (HR) Directors and Heads of HR Management and Development from various State Departments. The initiative aimed to strengthen partnerships, boost compliance with HR policies, and enhance public sector efficiency.
The forum, hosted at the respective offices of State Departments, focused on reviewing critical HR frameworks, including the PSC Rewards and Sanctions Framework, performance management systems, and the enforcement of decisions on appointments, promotions, secondments, and disciplinary actions. Discussions also tackled challenges in HR execution, exploring solutions like capacity building and digital HR systems.
PSC Vice Chairperson Mary Kimonye, speaking at the State Department for Basic Education, underscored the Commission’s commitment to ensuring adherence to its guidelines. “We are dedicated to collaborating with HR officers to ensure timely and consistent implementation of directives, safeguarding public officers’ rights and delivering quality services to Kenyans,” she said.
Prof. Julius Bitok, Principal Secretary for Basic Education, praised the PSC’s ongoing support, stating, “Human resource is the backbone of any institution. These engagements help us address challenges collaboratively for a more effective public service.”

The PSC also introduced a new policy mandating performance-based appraisals for HR Directors to curb delays and ensure accountability. Departments visited included Social Protection and Senior Citizen Affairs, Medical Services, Public Health, and Correctional Services.
Led by Vice Chairperson Kimonye, PSC Commissioners Dr. Irene Asienga, Dr. Francis Otieno, Francis Meja, Joan Machayo, Boya Molu, Harun Hassan, and Mwanamaka Mabruki, alongside Secretariat staff, drove the initiative, aligning with PSC’s goal of fostering professionalism and robust HR governance.
