Cabinet Secretary Moses Kuria’s Public Service Ministry has made radical changes affecting top officials of various ministries across the government.
The far-reaching reshuffle affected at least 135 officers including Secretaries of Administration, Senior Directors and Directors in what the ministry said is part of enhancing service delivery.
Also affected is Prime Cabinet Secretary Musalia Mudavadi’s office which has now absorbed most of the senior staff from the Department of Performance and Delivery Management.
Before his elevation as Cabinet Secretary for Foreign and Diaspora Affairs, Mudavadi was Prime CS with a mandate over the crucial State Department of Performance and Delivery Management.
The department is now under Kuria’s docket despite an initial tiff with Mudavadi over the portfolio.
In a circular written by Public Service, Performance and Delivery Management Principal Secretary Amos Gathecha, the changes will affect the central government human resources postings.
“The following postings have been agreed upon and should be effected immediately,’’ reads Gathecha’s circular copied to all principal secretaries across government.
Notably, most of the ministries’ secretaries for administration have been affected including those at the ministries of Interior and National Administration.
The holders of the offices are mostly members of the National Government Administration among them recalled county commissioners and Deputy County Commissioners.
In the raft of changes announced by Gathecha, Amos Mariba has been moved from the State Department of Internal Security and National Administration to the State House as Secretary of Administration.
Mariba has been serving as the Mandera County Commissioner.
Isaac Masinde who has been at the same ministry headed by Kithure Kindiki has been moved to the Defence docket where he will serve as Secretary of Administration.
Masinde was among five County Commissioners that Kindiki recalled back to the Interior Ministry headquarters in his January changes.
Former Deputy County Commissioner Charity Bokindo who has been serving as the Secretary Administration in the Ministry of East African Community has been moved to the State Department of Investments Promotion in the same capacity.
Ex-Laikipia County Commissioner Joseph Kanyiri who was recalled to the headquarters alongside Maisnde in January has landed a new posting as Secretary of Administration at, the National Counter Terrorism Centre.
Former Regional Commissioner Moses Mbaruku who has been serving as State House Secretary Administration has been moved to the Ministry of Diaspora Affairs in the same capacity.
Former County Commissioner Micheal Lesimam has been moved from the Ministry of Trade to the department of Public Works as Secretary of Administration of the supplies branch.
Mathias Rioba who was recently moved to serve as Secretary of Administration at the Ministry of Cooperatives has been recalled back to the Ministry of Public Works to serve in the same capacity.
Abdirashid Jabane’s posting to the Ministry of Tourism has been rescinded and named Administration Secretary Ministry of ICT and Digital Economy.
Other changes affecting Administration Secretaries include Fredrick Ndambuki(Higher Education to cooperatives) and Esther Maina (Investments promotion to ICT and Digital Economy).
Former Kisii County Secretary James Ntabo has been moved from the Ministry of Interior to serve as Director of Administration at the Ministry of Micro and Small Enterprises.
In the changes, the office of the Prime Cabinet Secretary Musalia Mudavadi has been enhanced with more staff as part of the changes to strengthen its mandate.
Alfred Mudavadi has been moved from the State Department of Performance and Delivery to the Prime CS’s office.
Former Journalist Andrew Teyie is now the Director of Communications at the Prime CS’s office having been moved from the State Department of Performance and Delivery.
Mathew Nyamwange has been moved from the performance and Delivery management department to the Mudavadi’s office as Deputy Director of Delivery.
Others moved to Mudavadi’s office including Cindy Kuria(Deputy Director of Delivery) and Caroline Munga(Deputy Director of Delivery).
Boniface Ngigi has been retained at the National Treasury as Director of Planning alongside Naomi Matheri, Samwel Wambugu and Paul Kiagu.
