The Federal Airports Authority of Nigeria (FAAN), through its Directorate of Cargo Development and Services (DCDS), is fast-tracking the implementation of its strategic roadmap to revolutionize the cargo value chain across the nation’s airports.
The Managing Director, Mrs. Olubunmi Kuku, recently inaugurated two high-level, multi-disciplinary committees tasked with driving this initiative. Bringing together stakeholders from Finance, Legal, Commercial, Aviation Security, Operations, and the Cargo Directorate, the committees ensure every internal perspective is considered, guaranteeing practical, comprehensive policies aligned with global best practices.

The DCDS committee is finalizing two critical instruments to enhance cargo operations:
Standard Operating Procedures (SOPs): FAAN has directed all cargo warehouse operators, terminal operators, ground handlers, and relevant government agencies to submit their current SOPs. The goal is to harmonize procedures across all FAAN-managed airports, eliminating discrepancies, enforcing international compliance, and establishing uniform service standards. Draft SOPs have already been sent to ground handlers for initial review, with internal scrutiny by the DCDS-led team to follow.
Memoranda of Understanding (MOUs): The committee is also developing MOUs to formalize working relationships with government agencies. These documents will clearly define roles, responsibilities, and operational conditions, ensuring seamless collaboration and adherence to FAAN’s regulatory mandate.
In a complementary effort, the Directorate of Legal Services (DLS) is leading the development of Service Level Agreements (SLAs) with airlines to enhance passenger services.
“Through these collaborative efforts, FAAN is building a transparent, efficient, and world-class cargo and passenger environment,” the DCDS stated.
