The National Energy Regulator of South Africa (NERSA) has announced that it will hold a public hearing on 23 October 2025 for multiple Battery Energy Storage System (BESS) projects under its Bid Window 3 procurement programme. Interested parties may attend virtually via MS Teams or view a live stream on X during the session, set for 9:30-12:00.
Five applicants are seeking licences to establish battery energy storage facilities in the Free State province: Haru Energy Facility (123 MW), Bloemhoek BESS (147.6 MW), Erfdeel BESS (123 MW), Retreat BESS (142.17 MW), and Vanilla Energy Facility (142.17 MW). These projects are part of NERSA’s efforts to expand grid stability and renewable energy capacity through energy storage.
Members of the public and stakeholders who wish to make oral submissions must register by 9 October 2025. Those unable to attend may submit written comments. License application forms and additional information are available on NERSA’s website.
NERSA noted that hearings for specific projects may be cancelled if there are no registered presenters. This announcement underscores the regulator’s commitment to transparency and public participation in the licensing of critical energy infrastructure.
