The Energy and Petroleum Cabinet Secretary Hon. Davis Chirchir, EBS has presided over the signing of the 20th cycle of the Performance Contracts for the financial year 2023/2024 between Chairpersons of Board of Directors of the specialised agencies in the Ministry and with Principal Secretaries for the State Department of Energy and the State Department of Petroleum.
Chairperson Hon. Justice (rtd) Prof. Jacton Boma Ojwang accompanied by our Director General Daniel Kiptoo Bargoria signed on behalf of Energy and Petroleum Regulatory Authority (EPRA) at the ceremony at Kawi Complex, Nairobi that was also attended by Chairpersons and Chief Executive Officers from the agencies in the Ministry.
In his key note address the Cabinet Secretary appreciated Performance Contracting as integral in fostering accountability, transparency and performance in the public service.
He exuded confidence that implementation of the Performance Contract will leave a lasting impression on Kenyans and urged all the agencies to remain committed to their mandates.
“The Government promised to continue using the Performance Contract instrument as its key Commitment for Results Framework towards improving service delivery for the people.
This has been incorporated into the Government’s Bottom-Up Economic Agenda (BETA) which has squarely put service delivery to the citizenry at the center of efficient and effective management of public service,” stated the CS.
“A new performance indicator on productivity mainstreaming has been introduced for implementation. This indicator will require that Ministries, Departments and Agenciess adopt strategies and initiatives that will involve the measurements, management and improvement of productivity with the long-term objective of entrenching the culture of productivity in the public sector,” he added.
Mr. Mohamed Liban, the Principal Secretary for Petroleum noted that the energy sector is the lifeline for Kenyans and assured of his commitment to ensure there is no let-up in service delivery.
Mr. Alex Wachira, the Principal Secretary for Energy urged all agencies to focus on emerging the best noting that last year the Ministry was rated second best. ”What cannot be measured cannot be done. The Performance contract shall be our guide in our undertakings and therefore we have to maintain the existing cooperation among us to deliver,” stated Mr. Wachira.
“As always, we shall strive to put our best foot forward in our mandate as a regulator to ensure clean energy for all for the prosperity of the nation.” the Authority wrote in a statement released on Facebook.
