Côte d’Ivoire officially presented its enhanced national climate action plan, known as its Nationally Determined Contributions (NDCs 3.0),a move ahead of a major international climate conference
The handover of the document from Environment Minister Jacques Konan Assahoré to Foreign Minister Léon Kacou Adom, who will lead the nation’s delegation to the upcoming COP 30 in Brazil, marks a critical step in the country’s commitment to the global fight against climate change.
The event was attended by a wide array of diplomats, public- and private-sector representatives, and international partners, underscoring the plan’s national importance.
At the heart of the new strategy is a bold commitment to reduce greenhouse gas emissions. Minister Assahoré announced that Côte d’Ivoire pledges to cut its emissions by 33.07% by 2035 compared to a business-as-usual scenario.

“This represents about 52 million tonnes of CO₂ equivalent,” Assahoré stated, framing the NDCs 3.0 as a tool to build a “sustainable, resilient and low-carbon development model” for the nation.

The plan builds upon previous versions from 2015 and 2022. It is designed not only to meet UN reporting requirements but also to serve as a strategic framework for financing and planning the country’s ecological transition.
The Resident Representative of the United Nations Development Programme (UNDP) in Côte d’Ivoire, Blerta Cela, praised the strategic quality of the new contributions. She reaffirmed the commitment of UNDP and other technical and financial partners to support the country in implementing the ambitious plan.
This support will be crucial, as the overall cost of executing NDC 3.0 is estimated at a staggering 32.926 billion CFA francs.
The newly unveiled climate plan will be a centerpiece of Côte d’Ivoire’s presence at the COP 30 conference, set to take place in Belém, Brazil, from November 10-21, 2025. The country will host a dedicated 100 m² pavilion to present and disseminate its strategy.
Accepting the document, Foreign Minister Léon Kacou Adom emphasized the importance of the upcoming global summit. “COP 30 will be an important step in global climate diplomacy,” he said, assuring that “Côte d’Ivoire will take its full place in the discussions, with its experience and the quality of its delegation.”
