Tshepiso Moahloli has been appointed Director-General of the New Development Bank (NDB) Africa Regional Centre (ARC), following a competitive international recruitment process. Moahloli will oversee the bank’s African operations, driving project origination, preparation, and implementation while serving as the primary liaison with key stakeholders.
The NDB, marking its 10th anniversary this year, has approved 15 projects in South Africa worth $7.3 billion, focusing on critical infrastructure in water, energy, transport, and logistics. Moahloli’s leadership is expected to expand the bank’s project portfolio across the continent, enhancing development impact.
Bringing over a decade of experience from her role as Deputy Director-General for Asset and Liability Management at South Africa’s National Treasury, Moahloli has a proven track record in debt management, risk mitigation, and stakeholder relations.
Most recently, she provided consulting expertise on public debt, climate financing, and infrastructure development, including strategic support for the Oman Debt Management Office and reform mapping for the NDB in collaboration with the World Bank.

Moahloli holds a Master of Business Administration in Executive Management from the University of Cape Town and a Master of Commerce in Economic Science (with Distinction) from the University of the Witwatersrand.
Dr. Duncan Pieterse, National Treasury Director-General and South Africa’s representative on the NDB Board, congratulated Moahloli, expressing confidence in her ability to advance the bank’s mission. “Her appointment strengthens our commitment to impactful infrastructure development across Africa,” Pieterse said.
