Zimbabwe’s Public Service Commission (PSC) has launched a nationwide series of E-Payslip Awareness and Training workshops, taking its GovPay digitalisation programme to civil servants across multiple provinces in a coordinated effort to transition the country’s public sector away from paper-based payroll processes.
The workshops, which have so far reached Bulawayo, Matabeleland South, Mashonaland East, Mashonaland Central, and the Midlands province, have collectively trained hundreds of Human Resources personnel, Administration Officers, District Coordinators, and Payroll and Pension Officers drawn from Ministries, Departments and Agencies (MDAs) across the country.
In Bulawayo, the training kicked off at Elangeni Campus with more than 120 participants in attendance, while sessions in Marondera at Cherutombo High School drew 358 civil servants from the Ministry of Primary and Secondary Education alone — filling the school hall to capacity. The Midlands session at Chaplin High School attracted 187 participants, and Bindura’s Mashonaland Central workshop drew over 100 MDA representatives.

Each workshop covered a consistent curriculum: familiarisation with the e-payslip platform, training on access and usage, guidance on resolving queries through the helpdesk system, and instruction on cybersecurity best practices and digital culture hygiene.
Speaking at the Marondera session, Head of Pay and Benefits Development and Management Mr. Nobert Machinjike framed the rollout in national terms, describing Zimbabwe’s e-payslip progression as a demonstration of resilience and modernisation achieved against the backdrop of international sanctions.
“This digital intervention was designed to streamline operations, eliminate paper-based processes, and significantly enhance the employee and pensioner experience,” Mr. Machinjike said, noting that the e-payslip module has been fully integrated into the unified GovPay platform.

E-Payslip Change Manager and Payroll Manager Ms. Natasha Tagarira provided an overview of GovPay’s broader functionality at multiple sessions, highlighting the system’s ability to facilitate seamless, paperless document trails — including appointment forms, leave forms, transfer forms, and regrading forms — from source through to Head Office, with integrations extending to the Registrar General’s Office, the National Social Security Authority, and the Zimbabwe Revenue Authority.
Senior PSC officials leading the provincial tour have included General Manager for Cybersecurity and Infrastructure Mr. Oswald Kawonde, General Manager for Communications and Stakeholder Engagement Mrs. Maggie Mzumara, and General Manager for Technology, Innovation and Development Mr. Musafare Chikonye, who also serves as Project Director. Provincial Coordinators have represented the Secretary to the Service Commission, Mrs. Sibusisiwe Zembe, at each location.
Notably, participants at multiple venues demonstrated marked enthusiasm, with several taking to the floor to showcase their ability to access their e-payslips in real time — a visible signal, organisers said, of the workforce’s readiness to embrace the transition.

Each workshop also concluded with a Pension Awareness session, with calls made for the deliberate inclusion of Pensions officials in future sub-national platforms to ensure communities are fully informed about pension benefits and eligibility criteria.
The E-Payslip initiative forms a central pillar of the broader GovPay project, which aims to modernise and fully integrate Zimbabwe’s national payroll and pension systems. The programme aligns directly with Zimbabwe’s Vision 2030 agenda, under which digitalising the economy is identified as a core national goal.
The PSC has described 2026 as a year of digital innovation, with the GovPay rollout set to continue across remaining provinces in the weeks ahead.
