In a bold step toward integrating artificial intelligence into the core of governance, Ghana’s Ministry of Communication, Digital Technology, and Innovations has unveiled the National AI Expert Training Programme – Akuse Edition. This initiative aims to empower senior public officials with practical AI skills to drive economic transformation and enhance public service delivery.
The program, set to be hosted at Volta Serene Residences in Akuse, is a collaborative effort with the AiAfrica Project and Knowledge Web Center Ltd. It shifts the focus from basic AI awareness to operational deployment, enabling participants to apply AI directly within their institutions for tangible public value.
“What sets the Akuse Edition apart is its emphasis on implementation,” said a ministry spokesperson. Participants will deploy tailored AI Copilots, including the GOV360 Supply Chain Copilot for mapping public-sector value chains, the Jobs OS Copilot for employment intelligence, and the FISCALIS-360 Copilot for bolstering budgeting and financial oversight. These tools will integrate into a network of over 30 Government Copilot Labs, promoting standardization and interoperability across agencies.
Aligned with Ghana’s Intelligent 24-Hour Economy agenda, the training covers key areas such as policy design, budgeting, regulatory compliance, revenue optimization, digital services, and workflow automation. A highlight is the Visionary Prompt Framework (VPF), a Ghana-developed system ensuring AI applications are ethical, auditable, and sovereign. This includes specialized Copilots for institutional integrity, misinformation combat, and performance monitoring to uphold transparency and data protection.

The program is divided into two cohorts: the first for chief directors and agency heads from March 15-18, and the second for deputy directors and senior officers from March 22-26. Eligible participants include representatives from ministries, departments, agencies (MDAs), regional councils, regulatory bodies, security institutions, and specialized units in planning, finance, audit, ICT, and policy.
Upon completion, institutions will gain AI-ready officers, customized use cases, institution-specific Copilots, and a 90-day roadmap for adoption. The initiative also paves the way for sector-specific labs, such as those for health logistics, climate security, and digital automation.
Building on prior successes, the Akuse Edition follows the training of over 70 MDA officers and leverages AiAfrica’s track record of educating 2.4 million Africans since 2024, aiming for 11 million by 2030. Ghana leads the continent in certified AI experts under this project.
