The Public Service Commission (PSC) has expressed strong confidence in the Kaizen Productivity Mainstreaming Training of Trainers programme, describing it as a critical initiative for enhancing productivity and performance across Kenya’s public service.
Speaking during the opening ceremony of the workshop on 21 January 2026 at the Government Press, Nairobi, PSC Commissioner Mwanamaka Mabruki said the programme is pivotal to embedding productivity improvement practices within public institutions.
“Productivity enhancement represents the next strategic frontier, one that emphasises efficiency, collaboration, process optimisation, workplace discipline and measurable results,” Commissioner Mabruki stated.
She noted that PSC’s participation in the programme reinforces its constitutional and strategic mandate to promote public service values, performance management and continuous professional development, as provided for under Articles 10 and 232 of the Constitution.

Commissioner Mabruki further emphasised that capability enhancement and productivity reforms are central to the PSC Strategic Plan 2025–2029, particularly efforts aimed at building a modern, technology-enabled and results-oriented public administration.
“The transformation of our public service will depend not on documents alone, but on the mindsets, competencies and cultures we nurture within it,” she said.

The two-week programme, being implemented by the Office of the Chief of Staff and Head of the Public Service, builds on the recently concluded Productivity Enhancement Learning Mission to Ethiopia. It signals a coordinated shift towards a performance-driven and citizen-centred approach to public administration.
The training seeks to strengthen Kenya’s productivity architecture by developing a cohort of 30 certified Kaizen trainers who will support the nationwide rollout of productivity reforms across Ministries, Departments and Agencies (MDAs).
The opening ceremony was attended by key senior government officials, including Salaries and Remuneration Commission Commissioner Mohamed Aden Abdi; Special Secretary at the Executive Office of the President, Rev. Dr. Muitia; Secretary, Human Resource Services, Dr. Mbjiwe, representing the Cabinet Secretary for Public Service; Hon. Demeke Atnafu Ambulo; and Dr. Hezbon Masese.
Also present were PSC officials participating in the programme, among them the Director of Research, Dr. Kiprono Philemon; Deputy Director, Values and Ethics, Ms. Vera Mweu; Monitoring and Evaluation officer, Mr. Salim Mohammed; and Performance Management officer, Ms. Jackline Kilavi.
The programme is expected to play a key role in institutionalising productivity reforms, strengthening service delivery and improving efficiency across the public sector.
