The National Environment Management Authority (NEMA) has taken a major step toward stronger industrial pollution control by signing a Memorandum of Understanding with United Platforms Solutions (UPS) for the rollout of the Kenya Online Continuous Emissions Monitoring System (KOCEMS).
NEMA Director General Dr. Mamo B. Mamo, EBS, and UPS Chief Executive Officer Mr. Rohit Khattar signed the agreement at a brief ceremony witnessed by senior NEMA officials, including Deputy Director Ecosystems Management Issack Elmi, Deputy Director Compliance Robert Orina, and Deputy Director Environmental Education, Awareness and Training Dr. Catherine Mbaisi.
The partnership will see the deployment of an AI-powered, IoT-driven environmental monitoring and emissions management platform that provides real-time, online tracking of industrial emissions nationwide.

“This collaboration marks a turning point in how we enforce environmental standards in Kenya,” Dr. Mamo said after the signing. “With continuous, transparent data flowing directly from facilities to NEMA, we can respond faster, hold polluters accountable, and guarantee Kenyans a cleaner, healthier environment.”
Mr. Khattar described KOCEMS as a game-changer for regulatory oversight and corporate environmental responsibility. “The platform combines cutting-edge artificial intelligence and Internet-of-Things technology to deliver accurate, tamper-proof emissions data 24/7, enabling both regulators and industry to make informed decisions instantly,” he added.

The system is expected to significantly enhance compliance with air quality regulations, reduce manual inspections, and provide verifiable evidence for enforcement actions while helping industries optimise their processes and lower emissions.
The signing aligns with Kenya’s broader push toward digital governance and sustainable industrial growth, and comes as the country intensifies efforts to curb air pollution from manufacturing, power generation, and cement production sectors.
