The Public Service Commission (PSC) and the Ethics and Anti-Corruption Commission (EACC) have partnered to launch a comprehensive review of PSC’s internal systems, policies, and practices, aimed at enhancing transparency, efficiency, and institutional integrity. The initiative, unveiled on August 1, 2025, at PSC headquarters in Nairobi, underscores a proactive commitment to reforming Kenya’s public service.
PSC Chairperson Amb. Anthony Muchiri described the review as a voluntary effort to elevate service delivery and governance standards. “We invited EACC to conduct an independent assessment to refine our systems and strengthen internal structures,” Muchiri said. “This is about delivering excellence to citizens.” He highlighted existing measures, including corruption reporting channels, prevention suggestion boxes, and findings from an internal corruption risk survey, as steps toward institutionalizing integrity.
EACC Vice Chairperson Dr. Monica Muiru praised PSC’s leadership, calling the collaboration a model for public institutions. “This review aligns with our preventive mandate and supports national reform goals,” Muiru said, emphasizing that addressing even subtle forms of corruption is critical to maintaining public trust and institutional strength.

The review will identify gaps and bolster frameworks to improve service delivery. PSC has committed to full cooperation, with internal teams and logistics in place to support the process. Recent PSC actions, such as directives for better governance of state corporations, enhanced internal audit functions, and staff training on ethics, complement this initiative.

“This process shows that good governance starts with introspection,” Muchiri concluded. “We aim to lead by example in integrity and accountability.” The review’s outcomes will guide future reforms, aligning with constitutional values, national priorities, and Sustainable Development Goals for ethical governance.
