The Kwara State Government has reaffirmed its commitment to a transparent and inclusive approach in implementing its local content policy, ensuring equitable opportunities for local businesses and stakeholders.
During a strategic engagement with insurance brokers in Ilorin, QS Raheem Abdulbaki, General Manager of the Kwara State Public Procurement Agency (KW-PPA), emphasized the state’s dedication to fairness. The meeting, held to foster dialogue and gather feedback, aimed to align stakeholders with the government’s vision for empowering local businesses.
Abdulbaki urged insurance brokers to resolve bottlenecks in the insurance bond issuance process to boost confidence among contractors and enhance patronage. He highlighted Governor AbdulRahman AbdulRazaq’s focus on delivering results without favoritism, stating, “His Excellency has no personal stake or preferred interest in any organization. At KW-PPA, we are fully committed to transparency and fairness as enshrined in the KW-PPA Law.”

The policy mandates that government agencies patronize resident insurance companies through the state-owned HHL Insurance Brokers for all transactions, reinforcing local economic participation. Abdulbaki stressed, “Every business matters in the Kwara State economy, and we will not entertain preferential treatment.”
Representatives from insurance firms, including HHL Insurance Brokers Ltd., Sterling Assurance Nig. Ltd., Axa Mansard Insurance, KBL Insurance Ltd., Goldlink Insurance Plc., Nem Insurance Plc., Sovereign Trust Insurance Plc., and Universal Insurance Plc., praised the government’s inclusive approach. They pledged to support the policy’s success through efficient service delivery.
The engagement, attended by KW-PPA’s management team, underscored the state’s commitment to fostering collaboration and driving economic growth through its local content initiative.
