Immigration and Citizen Services DG, Evelyn Cheluget has emerged as Public Sector Global CEO of the Week
The Director General of Immigration and Citizen Services, Evelyn Cheluget has emerged as one of the top three Public Sector Global ‘CEOs of the week’.
Evelyn Cheluget, a seasoned government administrator, was appointed Director General of Immigration and Citizen Services in May 2024. Prior to her appointment, she served as Deputy Director in the Immigration Service.
Cheluget holds an MBA in Strategic Management from the University of Nairobi and a Bachelor of Arts in Sociology and Linguistics from Egerton University. With expertise in leadership, project planning, and program management, she has been instrumental in shaping policies and developments. She played a key role in the government’s Rapid Results Initiative, expediting the collection of over 49,500 passports.
Cheluget has also worked closely with the Interior and National Administration Cabinet Secretary to assess passport production and issuance reforms. In February 2024, she deposited Kenya’s electronic signature for the e-Passport during the ICAO Public Key Directory Ceremony in Montreal, Canada. Under her leadership, the Directorate has procured modern passport printing machines and installed a server to enhance passport issuance capacity and reduce waiting times.
Cheluget remarkably serves as the first immigration woman to ascend to the position of DG of immigration in Kenya. Over her relentless pursuit of excellence within the immigration sector for almost 3 decades, she was bestowed with the prestigious title of Best Immigration Woman of Inspiration at the 2023 Africa Public Sector Conference and Awards.
Tanzania Civil Aviation Authority DG, Hamza Johari has emerged as Public Sector Global CEO of the Week
The Director General of Tanzania Civil Aviation Authority (TCAA), Hamza Johari has emerged as one of the top three Public Sector Global ‘CEOs of the week’.
Johari is a distinguished Tanzanian linguist and professional lawyer with extensive experience in aviation. Appointed in February 2016 by Works, Transport, and Communications Minister Prof. Makame Mbarawa, Johari speaks fluent Kiswahili, Russian, English, and Ukrainian.
Prior to his current role, he served as the Executive Secretary of the TCAA-Consumer Consultative Council. Born on October 21, 1970, in Mtwara Region, Johari was a part-time lecturer of international transport law at the University of Dar es Salaam and an associate consultant in aviation and international law at the Eastern and Southern African Management Institute (Esami).
Johari’s immense contributions to the improved state of aviation matters include the signing of a significant contract with Indra Avitech GmbH in 2023 to improve flight safety through the installation of an Aeronautical Message Handling System.
In July 2022 they announced the formulation of the Civil Aviation Technical Committee. This committee has since been advising on better ways to address challenges the sector grapples with. In line with efforts to address the long and tenure manual process of issuing permits, the Johari-led administration in June 2021 launched an electronic (e)-permit service which will issue permits for foreign registered chartered aircraft within two hours instead of the previous eight hours.
As part of his usual corporate social responsibilities, Johari in May 2024 handed over school and office equipment worth Ten (10) Million in Mnete Primary School located in Mtwara region. His exceptional leadership skills has therefore landed him in roles including the Company Secretary for Ranger Safaris Tanzania Limited, Legal Manager for Tritel Tanzania Limited, State Attorney in the Ministry of Justice and Constitutional Affairs, amongst several notable positions.
Johari holds a Bachelor’s and Master’s degree in Law from the University of Kiev, along with various certificates in aviation law and management.
His leadership and vision continue to drive major advancements in Tanzania’s aviation sector.
National Health Insurance Authority CEO, Dr. Dacosta Aboagye has emerged as Public Sector Global CEO of the Week
The Chief Executive Officer of the National Health Insurance Authority (NHIA), Dr. Dacosta Aboagye has emerged as one of the top three Public Sector Global ‘CEOs of the week’. He was appointed to this position by President Nana Akufo-Addo in February 2024. He has almost 2 decades worth of expertise in the health services.
Dr. Aboagye holds a Bachelor of Science in Chemistry from the University of Cape Coast (2007), a Master’s degree in Public Health and Health Promotion from Leeds Beckett University (2010), and a PhD in National Health Insurance Scheme in Ghana from Glasgow University (2016). He also has a Higher National Diploma in Pharmacy Technology from Kumasi Technical University (2002).
He served as the Director of the Health Promotion Division at the Ghana Health Service and was a key member of the presidential task force managing the COVID-19 pandemic in Ghana. Internationally recognized, Dr. Aboagye chairs the West Africa Health Organization’s Public Health Risk Communication and Community Engagement for Disease Control and the Africa CDC Public Health Risk Communication and Community Engagements Community of Practice.
Dr Aboagye has authored around eleven influential research publications and has been honored with awards such as the Golden Citizen Award (2021) and the Order of the Volta – Companion Category (2023).
Dr. Dacosta since his appointment has made several applaudable activities enhancing service experience in the country. Some achievements included ensuring NHIS coverage for 500 dialysis patients, and the launched a six-month free dialysis program.

In collaboration with NIA, he has facilitated Ghana card registration for children under 15, enabling access to healthcare and identification. Dr. Dacosta has also pioneered a paradigm shift to “Promotive and Preventive Healthcare and Wellness,” training staff nationwide.
His initiatives have expanded healthcare coverage and national identification for Ghana’s young population, promoting the well-being of all residents.
