The Energy and Petroleum Regulatory Authority (EPRA) is Kenya’s energy sector regulatory agency with a mandate of technical and economic regulation of electrical power, renewable energy, oil and gas and petroleum sub sectors. Succeeding Mr. Pavel Oimeke as the new Director General of the Authority on June 30, 2021 was Daniel Kiptoo Bargoria, a significant industry player in the energy and petroleum sector. Prior to his appointment, he held the same position in an acting capacity since 14th December 2020.
Bargoria has extensive experience in the energy and petroleum sectors with focus on project and structured finance, policy formulation, and regulation. Prior to this, he worked as the Chairman of the Government’s First Oil Committee, which was responsible for delivering Kenya’s First Oil, and as a legal advisor at the Ministry of Energy and State Department of Petroleum. He also served a recognisable position in the drafting of the Energy Act, 2019 and Petroleum Act, 2019.
With a distinguished career in the energy sector, Bargoria has demonstrated exceptional leadership and expertise, making significant contributions to the development and regulation of the energy and petroleum industry in Kenya.
Under Bargoria’s leadership, EPRA has achieved several notable accomplishments. One of the key achievements during his tenure has been the successful implementation of the fuel marking program, aimed at curbing fuel adulteration and enhancing revenue collection for the government. According to a report by The Star, the fuel marking program has proven effective in reducing fuel fraud and ensuring the quality and integrity of petroleum products in the country.
His administration by the ending of 2022 saw to the commissioning of the 500kV Kenya-Ethiopia High Voltage Direct Current (HVDC) transmission line providing an additional 200 MW to the national grid. Other transmission projects commissioned during the period include the Olkaria – Narok 132kV line and 220/66kV Athi-River substation.
Another significant highlight includes the commissioning of the 40 MW Alten solar photovoltaic plant. The plant increased the utility scale installed Solar PV capacity from 170 MW to 210 MW.
Reports also indicates that Kisumu Oil Jetty (KOJ) on December 2022 commenced operations with the first export of 1,178 m3 leaving KOJ for Uganda on December 27, 2022. Operations of the KOJ has made some recognisable improvements in the sector, that is increasing the countries petroleum export within East African Community markets and beyond. On January 5, 2023 we saw the another consignment of 4.5 million litres of fuel products landing at Entebbe, Uganda ending about five years of waiting since the Kenya Pipeline Company (KPC) owned facility was completed in 2018.
Furthermore, Bargoria has played a crucial role in promoting renewable energy in Kenya and beyond. He has actively supported the development of policies and regulations to encourage investment in renewable energy projects, such as solar and wind power. According to a report, Kenya has experienced a significant increase in renewable energy capacity, with investments in solar and wind energy projects reaching record levels, thanks in part to efforts being of Bargoria. Being that 87.42% of the country’s energy production now comes from renewable sources. The Authority on April 13, 2023 was celebrated by Kenya Solar Week Leadership Awards 2023 for their outstanding contribution to the renewable energy sector in the country.
In addition to his contributions to the energy sector, Bargoria has also focused on promoting transparency and accountability within EPRA. He has implemented measures to enhance regulatory oversight, streamline licensing processes, and improve stakeholder engagement. These initiatives have contributed to a more efficient and responsive regulatory environment, fostering investor confidence and attracting new players to the energy market. The administration is reported to have connected a total of 105,613 new customers to the grid being from July to December 2022, cumulating number of connected customers to 9,010,856.
Under Bargoria’s leadership, EPRA has implemented several key initiatives aimed at promoting a sustainable and efficient energy sector in Kenya. One notable achievement is the contribution to the successful implementation of the Petroleum Development Levy Fund, which has provided vital financing for the development of critical infrastructure and projects in the petroleum sector. This initiative has helped to enhance the country’s energy security and stimulate economic growth.
Bargoria’s achievements have been recognized both nationally and internationally. His efforts have therefore been commended by various stakeholders, including the World Bank and the International Energy Agency (IEA).
Bargoria’s achievements have had a profound impact on the Kenyan economy. In clear situations like curbing fuel adulteration and enhancing revenue collection, the fuel marking program has helped safeguard government revenue, ensuring resources are allocated to vital sectors such as infrastructure, healthcare, and education.
Daniel Kiptoo Bargoria’s leadership has brought about tangible achievements and positive impacts on the Kenyan economy. His focus on promoting renewable energy, enhancing energy efficiency, and ensuring transparency in the energy sector has positioned Kenya as a leader in sustainable energy practices in the region. With his continued efforts, Bargoria is driving the country towards a cleaner and more resilient energy future, contributing to sustainable economic development.
