The Bank of Namibia has announced a series of senior leadership appointments and re-designations as part of a strategic move to strengthen institutional capacity and respond to the country’s evolving economic and financial landscape.
In a statement, the central bank said the changes reflect a forward-looking approach to building a resilient institution with broad-based expertise to effectively deliver on its mandate.
Among the new appointments, Moudi Hangula has been named Director of Legal, Governance, Risk and Compliance. She previously served as branch manager of the Oshakati branch and as a principal analyst in the national payment systems department. Hangula is an admitted legal practitioner of the High Court and holds a law degree from the University of Namibia, alongside postgraduate qualifications from the University of the Witwatersrand and executive training from Stellenbosch University.

Anthea Angermund has been appointed Director of Financial Markets. She previously served as Deputy Director for Investments and Domestic Markets since 2022 and brings nearly 15 years of experience across stockbroking, private equity, and asset management. She holds a Bachelor of Business Science degree from the University of Cape Town and is a Chartered Financial Analyst (CFA) charterholder.
Helvi Fillipus has been appointed Economic Adviser in the Governor’s Office. With experience spanning central banking, financial markets, and public finance, she has worked in both the research and financial markets departments and currently serves on the bank’s Monetary Policy Committee. She holds a Master of Commerce in Money and Banking with distinction and has completed executive programmes at institutions including Harvard University and George Washington University.
Petrus Shifotoka has been seconded as Head of the Namibia Deposit Guarantee Authority. With 15 years of experience at the bank, he has held roles in research, financial sector development, and macroprudential surveillance, most recently serving as Deputy Director for Bank Resolution and Deposit Insurance.
The bank also announced key re-designations within its leadership structure. Ancois Plaatje has been re-designated as Director of Financial Stability and Macroprudential Oversight, bringing 24 years of experience in banking supervision and financial stability. Similarly, Magreth Tjongarero has been re-designated as Director of Banking Supervision, with 24 years of experience in auditing, risk management, and business continuity.
The central bank expressed confidence in the newly appointed and re-designated leaders, wishing them success as they assume their responsibilities in advancing the institution’s mandate and supporting Namibia’s economic growth and financial stability.
